Introduction

Timur Islamov Charitable Fund was established in 2006 and has worked extensively to develop services for people who use drugs. Initiated as a harm-reduction project, the organisation has grown into a full-service centre for drug users. Through social and outreach workers, who are also ex-drug users, the organisation responds to client needs and offers a range of services such as HIV testing, referrals and rehabilitation programmes. Since 2009, the foundation has been implementing a social-support project for drug users, which marks a new stage in the development of AIDS-related services. The approach is supported by promoting various activities among drug users, including thematic meetings, training in HIV prevention and antiretroviral treatment and education on hepatitis and sexually transmitted infections. Having worked in building a strong relationship with local authorities, primary health centres, public institutions and municipal administrations, Timur Islamov made it possible to develop sustainable projects for people who use drugs, while ensuring the quality of the services provided.

  • Due to the success and promotion of low-threshold programmes, the Foundation’s Harm Reduction project was included in November 2008 into the HIV Programme for the city of Naberezhnye Chelny. This was recognized as the most effective system of preventative activities among the most vulnerable groups of the population.
  • Largely due to the active work of the specialized health services and the Foundation's efforts, the number of overdose cases has declined, as well as the statistics of deaths from overdose among the registered people who use drugs. In 2008-2009, the Foundation implemented an overdose prevention and first-aid project.
  • In August 2008, the Foundation made a short documentary entitled “The Territory of Loneliness” about the work of the Harm Reduction project in Naberezhnye Chelny, which was selected for viewing at a festival within the International Harm Reduction Conference in Thailand in April 2009. The foundation plans to make a second documentary on HIV and tuberculosis (TB) in the near future, as HIV and TB co-infection is a growing concern among Russians who use drugs.
