Introduction

The International Treatment Preparedness Coalition (ITPCru) in Eastern Europe and Central Asia was created in 2006 as a response by activists to the need to support AIDS organisations working in the Russian-speaking New Independent Nations and Baltic countries. ITPCru’s website contains information on rights protection, community mobilization, new clinical trials and recent developments in HIV prevention, treatment, care and support, and its mailing list has become the most popular communication tool in the region. The website and the mailing list provide a means of distributing crucial information and providing a space for people living with HIV to discuss issues that affect them. Through this service ITPCru mobilizes and trains people living with HIV and effectively improves their inclusion in local, regional and international decision-making mechanisms. Among its achievements, a set of recommendations for the 2008 UNGASS report on “Russia’s Way Towards Universal Access to Prevention, Treatment and Support for HIV/AIDS” was developed by activists. Similarly, ITPCru was able to lobby the Global Fund to extend the third round of the “Globus” project in Russia, an important accomplishment given the government’s refusal to fund prevention programmes for vulnerable groups including people living with HIV, people who inject drugs, sex workers, men who have sex with men and migrants.

  • The number of subscribers has increased over the past five years. ITPCru distributes approximately 7-8 emails daily and receive about 170 messages monthly.
  • ITPCru’s mailing list members receive various news at both the international and regional levels.
  • Develops an alternative report to “Russia's way towards universal access to prevention, treatment and support of HIV/AIDS” for United Nations General Assembly Special Session (UNGASS) 2008.
  • Assistance was provided when an urgent request for the provision of medicine to those who had no longer access to them in Kursk city was received. On the 6th of February 2008, a message about interruptions with supply of Epivir drug in Kursk city, Russia, was sent to people on ITPCru mailing list. Its Secretariat lobbied the pharmaceutical company GlaxoSmithKline, producer of this medicine and provision of treatment was resumed. 
  • Contributed to the process of promoting an unprecedented extension of third round funding of the Globus project offered by The Global Fund to Fight AIDS, Tuberculosis and Malaria for two additonal years.
